Estonian Competition Authority imposed a fine on Elering AS for violating the rules of the wholesale energy market

On 29 October 2021, the Estonian Competition Authority imposed a fine on Elering AS for violating the Regulation (EU) No 1227/2011 of the European Parliament and of the Council on Wholesale Energy Market Integrity and Transparency (hereinafter – REMIT). The sum of the imposed fine is EUR 10 000.

Elering AS did not effectively and timely disclose inside information regarding the Paldiski and Puiatu compressor stations that significantly affect the capacities of the Balticconnector gas facility, thereby violating the obligation to disclose inside information provided in REMIT.

According to REMIT, market participants shall publicly disclose in an effective and timely manner inside information which they possess in respect of business or facilities which the market participant concerned, or its parent undertaking or related undertaking, owns or controls or for whose operational matters that market participant or undertaking is responsible, either in whole or in part.

As the decision has not yet entered into force, the Estonian Competition Authority will not comment on its content.

The Competition Authority is organising the Baltic Electricity Market Forum on 24 May and the Baltic Gas Market Forum on 25 May in Tallinn. These traditional regional meetings bring together Baltic, Finnish, Swedish, and Polish energy regulators, market participants, and policymakers to work together on finding solutions to the most prevalent problems in the energy sector.

AS Narva Soojusvõrk announced a tender for the purchase of heat

On 1 November 2021, AS Narva Soojusvõrk published a notice that it intends to start purchasing heat energy in 2026 at the latest and asks heating undertakings to announce their wish to sell heat energy. The deadline for submitting applications is 1 December 2021.
