Equal opportunities must be ensured in the development of the offshore wind farm network

The Competition Authority is of the opinion that the interests of all offshore wind farm developers must be observed in the construction of the offshore wind farm network and equal opportunities must be ensured for all developers.
The plan of the Ministry of Economic Affairs and Communications and the Latvian Ministry of Economic Affairs to develop the offshore wind farm area, for which the Estonian system operator Elering AS and the Latvian system operator AS Augstsprieguma tīkls will develop and build the transmission network, has raised concerns among market participants as to whether all offshore wind farm developers are treated equally.
Elering AS must prepare an investment plan based on the principle that the development of the network must ensure the most favourable opportunity to join the network for all potential offshore wind farms. This also means that the connection point to the network must be as close as possible to the new members.
The network development plan must also be submitted to all interested parties for consultation as soon as possible and the views expressed must be taken into account as far as possible to obtain an optimal solution.
The Authority considers that the optimal solution for the construction of the network must also take into account the objective of minimising the impact on network tariffs, as the construction of such a network is very costly.

Elektrilevi must pay more attention to the elimination of network connection interruptions

On 27 April this year, the Estonian Competition Authority completed the supervision proceedings regarding the fire in the Jõgeva regional substation and the large-scale power outage that occurred as a result. The authority established that Elektrilevi AS violated the quality requirements for network services regarding the duration of network interruption.


The Latvian and Estonian regulators support the methodology for electricity trade with Russia

The Public Utilities Commission (PUC) and the Estonian Competition Authority (ECA) support the capacity calculation methodology jointly developed by JSC Augstsprieguma tīkls and JSC Elering, which specifies how electricity capacity for trade with Russia will be calculated.
