Elektrilevi is required to issue connection offers on Hiiumaa

The Estonian Competition Authority conducted a supervision procedure concerning the activities of Elektrilevi in relation to the problem of connecting producers to the network on Hiiumaa. In January 2022, Elektrilevi publicly announced that it would refuse to issue connection offers to producers who wish to join the network on Hiiumaa due to network restrictions. The authority found that Elektrilevi must issue connection offers despite the network restriction on Hiiumaa.

The strong growth of distributed generation in recent years shows that, thanks to the green transition, we have entered a new era in network development where network operators have to plan their network and network management differently than before. This means that, in addition to specific network reinforcements, the ability to flexibly manage the network must be developed, the use of which locally should allow more distributed production operators to be connected to the network. At the same time, investments in network development must be socio-economically justified.
The Estonian Competition Authority recommends Elektrilevi to procure local flexible network management products as soon as possible, to develop remote control capabilities for production modules that would allow flexible connection, to create opportunities for the emergence of energy communities to use distributed production, primarily to cover the consumption of the local community, and to start drawing up a 10-year network development plan under the Electricity Market Act, which also takes into account the use of flexibility services.

The Baltic Electricity Market Forum and the Baltic Gas Market Forum will take place in Tallinn

The Competition Authority is organising the Baltic Electricity Market Forum on 24 May and the Baltic Gas Market Forum on 25 May in Tallinn. These traditional regional meetings bring together Baltic, Finnish, Swedish, and Polish energy regulators, market participants, and policymakers to work together on finding solutions to the most prevalent problems in the energy sector.
