The Competition Authority initiated supervisory proceedings concerning the activities of Elektrilevi OÜ to verify whether Elektrilevi OÜ has used the agreed maintenance and repair funds of the network tariff for the intended purpose (including power line maintenance) and whether business continuity is ensured.

According to Külli Haab, head of the Regulatory Division of the Competition Authority, Elektrilevi OÜ must be cost-effective in its activities. ‘Elektrilevi has a monopoly position in the market and consumers do not have the opportunity to choose a network service provider,’ Haab said.

In addition, the Authority will check whether the undertaking’s process of preventing and fixing power outages has become faster and more efficient compared to what was stated in the precept of the Competition Authority of 21 December 2023, taking into account the large-scale power outages that have occurred throughout Estonia since 11 January 2025. We will also check whether the undertaking has complied with the principle of equal treatment in its activities when levying network charges and processing connections to its network.

The Competition Authority exercises state supervision over competition, electricity, natural gas, district heating, postal services, public water supply and sewerage, as well as railways, aviation and ports, and fights against unfair trading practices in the agricultural and food supply chain. The Authority is within the area of government of the Ministry of Justice and Digital Affairs.
