Estonian Competition Authority
On 30 December 2014 the Estonian Competition Authority has approved an obligation undertaken by AS G4S Eesti to implement new pricing principles for customers of the cash-in-transit service since 1 January 2015. The new principles will uniformly apply to all new and existing customers using the cash-in-transit service upon standard conditions.
On the basis of application of OÜ Eurex CS the Competition Authority controlled whether in 2011-2012 AS G4S Eesti has been applying unreasonably or discriminatingly low cash-in-transit and cash handling service fees to the customers, to whom OÜ Eurex CS was also making price offers. In its initial opinion earlier sent to AS G4S Eesti the Competition Authority was not completely convinced that the service fee differences are justified. In particular, the Competition Authority found that the service fee differences should correspond to differences in expenses with regard to providing services to specific customers.
The Competition Authority has established that the new pricing principles implemented by AS G4S Eesti effectively eliminate the competition-related problems emphasized by the Authority during the proceedings. Accordingly, in the future the company will apply transparent and uniform pricing principles to all new customers. Existing customers will be transferred to the new pricing principles within two years according to the detailed schedule agreed upon in the obligation. The obligation primarily applies to the 100 largest retail customers. The obligation undertaken by AS G4S Eesti does not apply to certain customer groups that are different from typical, for instance to providers of certain vital services and to those who purchase services within the framework of public procurement procedures.
AS G4S Eesti and OÜ Eurex CS are two Estonian companies providing cash-in-transit and cash handling services. According to the Competition Authority the market share of AS G4S Eesti in this field is ca. 90%.
